The above timeline indicates a substantial increase in the total refugee population as of 15 November 2017. This is due to efforts to better account for all South Sudanese refugees in Sudan. UNHCR and COR amended the official population statistics to now include more than 352,400 South Sudanese individuals who were living in Sudan prior to December 2013, when conflict broke out in South Sudan. As returning to South Sudan is not considered a viable option for this population, the Government of Sudan considers them as refugees.
