  • LARGE INTERNAL REFUGEE MOVEMENTS OBSERVED WITH START OF HARVEST SEASON – In White Nile State, the Government of Sudan’s Commission for Refugees (COR) estimates that at least 50,000 refugees are working on farms outside of the camps. Refugee schools in camps are temporarily closed, and will reopen in November, when families are anticipated to return to camps. Education partners and the State Ministry of Education agreed in September to adjust the school calendar to address low attendance rates anticipated during the harvest season. In East Darfur, a 10 per cent reduction in attendance to therapeutic and supplementary feeding nutrition programmes in camps has been observed. Where possible, programming is being adapted so beneficiaries can still receive sufficient nutrition support.

  • UNICEF AND UNHCR COMPLETE 2nd ROUND OF NUTRITION CAMPAIGN IN WEST KORDOFAN STATE – The campaign is part of the accelerated nutrition action plan initiated in October following the outcomes of the 2018 Standardized Expanded Nutrition Survey (SENS). Nearly 3,700 South Sudanese refugee children were screened, with referrals of malnourished and at-risk children made to local nutrition programmes for treatment. The action plan also integrates infant and young child feeding (IYCF) support, with over 2,700 pregnant and lactating women referred for IYCF counselling and supports. These campaigns have also been completed for refugee camps in White Nile State and targeted localities in South Kordofan State, as part of inter-agency efforts to scaleup the nutrition response to address critically high global acute malnutrition (GAM).

  • OVER 1,000 REFUGEES NEWLY ARRIVED IN JUNE – Majority of refugees arrived in West and South Kordofan States, followed by White Nile, South Darfur and White Nile States. Lower arrival flows are typical of this time of year with the start of the rainy season in South Sudan and in border entry areas in Sudan, when roads become impassable and rivers and Wadis (Valleys) have flooded in many areas. While arrival rates are slower than in previous years, current movements suggest that there continues to be assistance disruptions in border areas or that people are blocked from accessing assistance. Reports from new arrivals in South Kordofan indicate ongoing insecurity and very high food insecurity in areas of origin in Unity and Northern Bahr El Ghazal States in South Sudan. Add total new arrivals in 2019 as of 30 June.

  • HEAVY RAINS IN SOUTH KORDOFAN STATE RENDER FIVE REFUGEE SETTLEMENTS INACCESSABLE DUE TO WASHED OUT ROADS - Over 8,000 refugees live in the affected areas. Some partners are using tractors to access the area. In White Nile State, heavy rains left health facilities in Alagaya and Jouri camps flooded, highlighting the need to improve the health facility structures.

  • AGREEMENT TO ISSUE WORK PERMITS FOR REFUGEES IN KHARTOUM: UNHCR in collaboration with the Commissioner of Refugees (COR) and the Khartoum State Supreme Council for Human Development and Labor (SCHDL) launched the issuance of the work permits for the refugees in Khartoum on 30 October. It was agreed that the work permits and business licenses will function as legal authorization for all refugees to access the labor market, provided they are registered with COR and recognized as refugees, in addition to a referral letter from COR. The requests will be processed through a special window at the Office of Labour in Khartoum state, where dedicated staff will be equipped with general knowledge on refugees’ issues through on the job training. It is expected that approximately 12,273 South Sudanese refugees aged 18 to 59 living in the Open Areas (54% women) could have access to formal labour opportunities by acquiring access to work permits. This would have high impacts on the life of refugees by improving their livelihoods opportunities and the regularization and safety of their employment, which in turn would reduce the levels of poverty and onward movement that exposes refugees to exploitation and human trafficking.

  • TRANSITIONAL GOVERNMENT OF SUDAN ALLOWS EXPELLED NGOS TO RETURN: The Transitional Government of Sudan has allowed international NGOs that were expelled by the previous regime in 2009 to re-register in Sudan. At the same time, the Federal Humanitarian Aid Commission (HAC) issued decisions regarding the deregistration of 58 national non-government organizations perceived to be linked to the previous regime. These developments might affect the capacity of partners to provide humanitarian relief to South Sudanese refugees in Sudan

  • PILOT SUPPLEMENTARY FEEDING PROGRAM LAUNCHED IN SOUTH DARFUR: World Vision International (WVI) together with the national NGO National Humanitarian Aid Organization (NaHA) launched a pilot supplementary feeding program by distributing food vouchers to the refugee community in El Radom settlement in South Darfur, targeting 8,000 refugees and 2,000 members of the host community. The program aims to complement the general food distribution (GFD) with additional items, focusing on supporting people with special needs, particularly children. The program will continue up to March 2020 as pilot project for El Radom settlement.
