Measurement: Household
The home visit project goes back to the IRQ refugee response and serves as UNHCR's primary decision-making tool in order to issue cash assistance. The process scaled to keep up with the growing number of non-camp refugees under the Syrian refugee crisis. It serves primarily to establish/confirm the vulnerability profile (in line with UNHCR specific needs approach), living conditions and district of residence.

Priorities
Priorities were not part of the assessment objectives, as it serves primarily to assess eligibility for UNHCR cash assistance. Priorities can still be developed post-facto based on the data collected, which would require additional processing though.
