This document presents UNHCR’s strategic foresight methodology for route-based predictive analysis along prioritized mixed movement routes. Developed within the Routes Monitor framework, it outlines an approach for horizon scanning and scenario building to support preparedness, anticipatory action, protection analysis, and evidence-based operational decision-making in response to evolving mixed movement dynamics.
