In a newly published report, Chiara Mariotti investigates the use of Development Policy Financing (DPF) in the WB's Covid-19 response. She notes out of 90 Development Policy Operations, 45 were COVID-19 related. The author reccomends the WB to take a number of actions, including but not limited to (i) ending the use of economic policy conditionality, particularly when focused on fiscal consolidation and enhancing the role of the private sector in public services delivery; (ii) increasing meaningful consultation with all stakeholders, such as civil society; (iii) promoting reforms that are explicitly focused on strengthening public oversight and citizen participation in fiscal accountability; (iv) adopting measures to increase the transparency and accountability of DPF.
