Poverty Measurement for Refugees in Jordan, VAF Welfare Study

As part of the joint research efforts among UNHCR Jordan and the World Bank MENA Poverty Team, the 2022 VAF Population Study was expanded to include non-Syrian refugees, as well as Syrians residing in refugee camps. By applying Government of Jordan’s approach to measure poverty through the Household Income and Expenditure Survey, UNHCR and the World Bank were able to produce an updated Welfare Score* by measuring food consumption and non-food expenditure of refugee households. It’s the first attempt to measure poverty using this approach for refugee populations in MENA.By using the international poverty line for middle income countries, the results of the joint study show that 66% of refugees live below $5.5 per person per day. These results will be used to update the targeting methodology for cash assistance. UNHCR will also continue to monitor poverty using this approach through the regular VAF Population studies.*This paper is a follow up to the VAF Report, pg.24 bitly.ws/BxZS
