UNHCR and Mastercard Foundation - Jobs and Employment for Forcibly Displaced Communities in the East and Horn of Africa and Great Lakes Region

Document Type: Reports and Assessments
Document Language: English
In a region where forced displacement keeps increasing and at the same time protracted and complex, the ability of refugees to access employment as early as possible is critical. Employment is more than a livelihood—it is a pathway to self-reliance, dignity, and contribution. When refugees are able to work, run businesses, and support their families, they cease to be seen solely as recipients of aid. They become agents of change, contributing to local societies and economies, strengthening social cohesion, and reducing the long-term burden on humanitarian systems. This transformation is essential for building inclusive societies and achieving durable solutions. This discussion note offers timely and evidence-based insights into the employment landscape for refugees in the East and Horn of Africa and Great Lakes (EHAGL) region, and the critical role that economic inclusion plays in advancing protection, stability, and development.
