In April 2025, UNHCR Romania launched the Cash for Refugees with Specific Needs Programme, providing two instalments of 630 RON (approximately 145 USD) per person to the most vulnerable refugees. Beneficiaries were selected using a vulnerability scorecard, originally designed in collaboration with 17 organizations under UNHCR’s coordination and recalibrated in 2024 with input from 45 representatives of national authorities, UN agencies, and NGOs, then updated for 2025. Between May and August 2025, 1,538 refugees were assessed, and 336 of the most vulnerable received assistance. Due to funding constraints, the programme’s coverage was limited, underscoring the importance of ensuring that available resources were directed toward those with the most acute needs.
