This concept note presents UNHCR’s proposed route-based approach for the West Africa and Atlantic Route (2026–2028), detailing a coordinated, multi-country response to mixed movements. It sets out strategic priorities and interventions aimed at reducing harm, strengthening protection and asylum systems, and expanding sustainable solutions for refugees and migrants along the route.
