Pakistan has generously hosted millions of Afghans for over four decades. By the end of 2025, Pakistan continued to host over 2.8 million Afghans, with approximately 70 per cent of refugees residing outside refugee villages. As most Afghan refugees and other Afghan nationals in Pakistan live in urban and peri-urban areas alongside host communities, the response plan targeted 3 million Afghan refugees and other Afghan populations, as well as 1.5 million host community members.
