The Union government is drawing up a plan to help children survive and thrive, Ministry of Planning and Finance director general Daw Whar Whar Maung told The Myanmar Times yesterday.

Specifics details were not released for the plan, which was discussed at a meeting in Nay Pyi Taw on October 21, but it intends to address four key priorities and could be implemented before the end of the fiscal year, she said.

It will aim to ensure early childhood health through access to nutrition, healthcare, water, sanitation, and hygiene, as well as providing childcare birth registration, and universal cash transfers. Quality education will be addressed. Under the plan, children will be protected from violence, trafficking and exploitation, she said.

The plan’s authors are taking advice from local civil society organizations, non-governmental organizations and UNICEF, Daw Whar Whar Maung said.

The Ministry of Health and Sports, the Ministry of Social Welfare, Relief and Resettlement, and the Ministry of Home Affairs will meet to discuss implementation of the plan, she said.

About one-third of the country’s population is under the age of 18. Each day, between 100 and 150 children under the age of five die in Myanmar.
