Government to start disability payment

The government will soon provide aid in cash, amounting to between K16,000 and K30,000 per person per month to disabled people, the Minister for Social Welfare, Relief and Resettlement said on Wednesday.

A monthly assistance of K16,000 to K30,000 depending on age will be provided to disabled people, on the model of the social pension given to the elderly by the Ministry of Social Welfare, Relief and Resettlement, said Minister Dr Win Myat Aye.

“A disabled child will get K16,000 per month and K30,000 for a disabled adult up to 64 years old,” Dr Win Myat Aye said at the Pyithu Hluttaw meeting.

On another matter, the minister announced it has already chosen the eight townships in three regions where the Early Childhood Intervention (ECI) program will be implemented next year.

The chosen pilot areas for the ECI program are the East Dagon township of Yangon Region, Pathein and Kangyi Taung townships of Ayeyarwaddy Region, Monywa, Ayardaw and Chaung Oo townships of Sagaing Region and Thaton and Paung townships of Mon State.

The program will eventually be implemented nationwide, he said.

“By implementing this program, we can detect disability in advance and we can make the necessary intervention,” he added.

There are two types of disabilities: congenital and acquired. According to the state economic development, health and local conflict, the number of disabled people may increase, especially with regard to the use of landmines. Accordingly, Daw Aye Mu, Pyithu Hluttaw representative of Kalay township, urged the government to also provide assistance to those who were disabled from land-mine injuries.

According to the 2014 census, there are more than 2.3 millon disabled people in the country who may become productive citizens, she added.

Fifty land-mine victims in Kachin, Kayah, Kayin and Shan already received K200,000 each in a one-time payment, according to Minister Dr. Win Myat Aye.
