This comprehensive study identifies strategic opportunities to improve investment climates across the East and Horn of Africa and Great Lakes region, focusing on national policies, peripheral refugee-hosting areas, and refugee communities themselves. The report highlights the critical importance of enhancing national investment frameworks, strengthening refugee management practices to facilitate economic participation, and prioritizing infrastructure investments that integrate refugee-hosting areas into national economies. Throughout the analysis, special attention is given to the unique challenges faced by women, who represent the majority of refugees and play a crucial role in economic development.
