Across Eastern and Southern Africa, governments, regional bodies, development partners, refugee-led organizations (RLOs), private-sector actors and civil society continued to advance implementation of pledges made at the 2023 Global Refugee Forum (GRF). The period was marked by strengthened national leadership, deeper humanitarian–development collaboration, and the growing institutionalization of refugee inclusion within national systems. Progress was recorded across all thematic pillars throughout 2024 and 2025. Together, these efforts are promoting self-reliance, inclusion and resilience for nearly 26 million forcibly displaced and stateless people across the region. Countries advanced legal and policy reforms, expanded access to documentation, strengthened environmental and energy initiatives, and delivered tangible gains in socio-economic inclusion.
