This handbook is primarily for partners funded by UNHCR, while some of the content may provide useful information for non-funded partners. It reflects the principles, frameworks, rules and systems currently in place to support our partners on programming, as we work together to deliver protection and assistance and achieve solutions for forcibly displaced and stateless people. It also provides information about processes and responsibilities throughout the programme cycle of both UNHCR and partners and includes the Programme Cycle Annual Calendar for Partners to help them organise their work. The handbook is accompanied by the External Guidance Note on UNHCR Funded Partnership Management, which provides an overview of UNHCR’s internal procedures governing funded partnerships.
