There is an urgent need to expand the skilled workforce and promote green practices in the building and construction industry. The sector, currently employing approximately 7 per cent of the global working population, accounts for over a third of global energy demand. UNHCR’s partnership with the UNESCO-UNEVOC Bridging Innovation and Learning in TVET (BILT) Project continues to strengthen refugee inclusion in global TVET systems. The publication highlights refugees and displaced persons as an integral part of the transformation of the sector. It emphasizes equitable access to skills training for refugees and host communities, and the importance of recognition of prior learning (RPL) for learners without formal documentation. The publication calls for the inclusion of refugees in national TVET policies, certification frameworks, and labour market transitions.
