Myanmar’s prolonged conflict requires sustained humanitarian assistance alongside new interventions that enable greater self-reliance among displaced populations. This report addresses the challenge of strengthening self-reliance by outlining a menu of interventions that expands participation, raises productivity and earnings, and reduces job-matching frictions for displaced populations. Drawing on new livelihoods-focused evidence from the Livelihoods and Employment Opportunity Needs Assessment (LEONA) — a large-scale household and employer survey spanning 14 states and regions — the report identifies targeted interventions and the conditions under which they are most likely to succeed.
