This report is based on a project by the Oxford Refugee Studies Center that interrogated how secondary cities in East Africa respond to and manage crisis migration. The report finds that the growing urbanisation of forcibly displaced people has led to an increase in engagement and partnership between refugees and local actors such as municipal governments and local civil society organisations. The report also highlights the challenges municipalities face when hosting displaced people including a lack of funding and limited support from central governments. These challenges result in a mismatch of resources, where the support for urban refugees is not commensurate with their needs.
