Late budget delays salaries of Mon language teachers

Mon language teachers working in government schools have not received their salaries since the start of the academic year due to the government’s delay in approving the budget for ethnic language teachers.

“We made a proposal for the budget last June, the beginning of the academic year. But we can’t afford to pay if the department does not allocate funding,” said Daw Than Than Aye, education officer for Mawlamyaing district.

The Ministry of Education authorised the teaching of ethnic languages in basic education schools in the 2013-2014 academic years to preserve and develop the ethnicity’s language, literature and culture.

The ministry pays K30, 000 monthly salary for each ethnic language teacher teaching in government schools.

“Though I haven’t received my salary since the beginning of the academic year, I make an effort to teach because it is our Mon language,” said Mi Jar Noon, a Mon teacher from Kyan Chaung village, Kyaikmaraw Township, Mon State.

Salaries for the ethnic teachers were also late last year. U Tun Min Aung, MP for the Pyithu Hluttaw said, “I already submitted the proposal related to teachers’ salaries on June 2016. But this budget depends the national budget.

Teachers receive their salary at the end of the academic year, every three months or once every two months, according to Mi Kyal Loon the trainer of the Mon National Education Committee (MNEC).

Ethnic language teachers in basic education schools will be appointed as teaching assistants during this year, the department of Ethnical Literature and Culture announced at the end of September. The promotion aims to decrease the drop-outs of children from ethnic areas and to create job opportunities for teachers who can speak ethnic languages.

Teachers wanting to become teaching assistants in basic education schools can apply to their respective regional and state government through the township education offices.

A total of 159 teachers sent by the Mon National Education Committee did not receive their salaries from the ministry, said U Min Zay, program coordinator in the research and advocacy unit at MNEC.

Similar shortcomings in paying ethnic language teachers have occured in Kayin State.
