NGO Starts Electronic Cash Transfers to Pensioners

An international non-governmental organisation has started an electronic cash transfer programme to facilitate the payment of pensions to over 1100 senior citizens in Mandalay, an executive of the group said.

HelpAge International’s electronic cash transfer (ECT) pilot programme, funded by the Livelihood and Food Security Fund, has begun paying pensions to beneficiaries in Myingyan Township.

“ECT is an easier and more efficient way to transfer funds to people nationally,” Godfred Paul, country director of HelpAge International in Myanmar said at the launch of the ECT pilot programme evaluation report on Tuesday.

The purpose of the pilot programme is to test and learn the fastest and easiest way to deliver pensions through an e-payment system to reduce the burden on the General Administration Department, which is responsible for disbursing the national pension.

The pilot is also expected to support the Department of Social Welfare in expanding its programme nationally, and will be shared with other stakeholders, such as NGOs and development partners.

The pilot programme was able to pay pensions to 1139 seniors in 185 villages and 20 wards in Myingyan.

Two telecom mobile money operators – Wave Money and M-Pitesan – were contracted to deliver the payments to beneficiaries, according to the evaluation report.
