Overview
UNHCR has registered a significant refugee population living in Jordan. They come predominantly from Syria, while there are also large groups from Iraq, Yemen, Sudan, and Somalia. Some 82 per cent of them live outside of refugee camps and close to 50 per cent are children. UNHCR’s key areas of work include protection activities such as access to documentation and legal assistance; cash assistance for the most vulnerable refugees; access to healthcare, education; livelihoods; community empowerment and outreach; and camp coordination in Zaatari and Azraq camps. In addition to implementing its mandated activities of protection and seeking solutions, UNHCR in Jordan actively coordinates all actors involved in the refugee response through the Jordan Strategic Humanitarian Committee, also known as JoSH. UNHCR maintains a robust presence in Jordan through four offices in Amman, Mafraq, Azraq and Irbid, in addition to three urban registration centres in Amman, Irbid and Mafraq, and over 450 staff.

    • Following the fall of the Assad government in December 2024, many refugees in Jordan have expressed hope about the prospect of returning to their homes, together with caution. While UNHCR is not promoting large-scale returns to Syria, UNHCR stands ready to support Syrian refugees who, being fully informed of the situation in their places of origin or an alternative area of their choice, choose voluntarily to return. Refugees are approaching UNHCR asking for support to enable their voluntary return, including through financial and transportation assistance. In response, UNHCR is scaling up its assistance to such returns to ensure they are dignified and sustainable. (February 2025)
    • At the same time, and given the ongoing uncertainty in Syria, feedback received from refugees indicate that the majority do not intend to return in 2025. UNHCR is working with partners in the refugee response to maintain protection and lifesaving assistance for those refugees that are staying in Jordan in the foreseeable future. Refugee vulnerabilities remain high, with 67 per cent falling below the poverty line and 9 out of 10 refugees resorting to debt to cover their basic needs, such as rent, food and medicine. Sustained donor support is crucial to continue assistance to and registration and documentation of refugees in Jordan, which not only ensures their access to basic services, but informs planning and delivery of humanitarian assistance also by other partners in the refugee response.
