Overview
UNHCR has registered a significant refugee population living in Jordan. They come predominantly from Syria, while there are also large groups from Iraq, Yemen, Sudan, and Somalia. Some 80 per cent live outside of refugee camps and close to 50 per cent are children. Since December 2024, thousands of Syrians have voluntarily returned home, gradually reducing the refugee population. While UNHCR is not promoting large-scale returns, UNHCR provides support to refugees who chose to voluntarily return. At the same time, given the ongoing uncertainty in Syria alongside security concerns, a lack of shelter and housing, and limited livelihood opportunities many Syrian refugees residing in Jordan are not planning on returning in the foreseeable future. For refugees remaining in Jordan, UNHCR continues to provide registration, documentation, and other protection services as well as basic needs assistance, and leads on coordination of Azraq and Zaatari camps. In addition to implementing its mandated activities of protection and seeking solutions, UNHCR in Jordan actively coordinates all actors involved in the refugee response. UNHCR maintains a presence in Amman, Zaatari, Azraq and Irbid, with over 300 staff.

    Highlights
    • Following the fall of the Assad government in December 2024, many refugees in Jordan have expressed hope, and caution, about the prospect of returning to Syria. While UNHCR is not promoting large-scale returns to Syria, UNHCR stands ready to support Syrian refugees who, being fully informed of the situation in their places of origin or an alternative area of their choice, choose voluntarily to return. In response to requests from refugees, UNHCR provides financial and transportation assistance to voluntary returns to ensure they are dignified and sustainable. (March 2026)
    • Given the ongoing uncertainty in Syria, feedback received from refugees indicate that the majority do not intend to return within the next year. Refugee vulnerabilities remain high, with 67 per cent falling below the poverty line and 9 out of 10 refugees resorting to debt to cover their basic needs, such as rent, food and medicine. (March 2026)
    • UNHCR is working with partners in the refugee response to maintain protection and lifesaving assistance for the refugees that are staying in Jordan in the foreseeable future. (March 2026)
