Le HCR et ses partenaires ont enregistré 1979 violations des droits de l'homme au cours du mois de février 2023 dans les territoires des provinces de l'Ituri, et du Haut Uélé. Ces incidents ont affecté les rapatriés (52%), les déplacés internes (27%), les résidents (14%) et les réfugiés (7%) représentant le déplacement de 818 ménages. Au Nord et au Sud-Kivu, INTERSOS, partenaire du HCR, a documenté 1 566 incidents de protection (540 au Nord-Kivu et 1 026 au Sud-Kivu). Les personnes déplacées à l'intérieur du pays et les retournés sont les plus affectés par ces incidents.

Dans le Sud-Ubangi, la coopérative agropastorale Maboko, qui regroupe des réfugiés centrafricains vivant dans le camp de Mole, a gagné le prix de l'innovation du HCR. Au niveau mondial, un total de 17 organisations de réfugiés ont reçu ce prix d'une valeur de 45 000 dollars. La coopérative Maboko est composée de 307 membres, dont 74 réfugiés et 233 membres de la communauté d'accueil. Elle a fait ses preuves dans la production de pisciculture et approvisionne les villes de Zongo (RDC) et de Bangui (RCA) en carpes et en tilapias.

Le HCR et le CIAUD ont construit 422 abris, dont 112 abris transitionnels en collaboration avec des groupes locaux d'artisans et de charpentiers issus de la communauté des réfugiés dans les territoires du Nord et du Sud Oubangui.

Le HCR et ses partenaires CNR et AIRD (African Initiative for Relief and Development) ont facilité le rapatriement volontaire du deuxième groupe de réfugiés rwandais pour l'année 2023. Au total, 62 réfugiés rwandais ont été transportés vers leur pays d'origine en toute sécurité et dignité. Depuis le début de l'année, un total de 366 réfugiés ont été librement rapatriés des provinces du Nord et du Sud-Kivu.

Dans le Nord-Ubangi, le HCR, en collaboration avec la CNR, a enregistré 546 nouveaux demandeurs d'asile récemment arrivés de la République centrafricaine. Une grande majorité d'entre eux sont venus rejoindre les membres de leur famille vivant dans le camp d'Inke.

In Buchagara settlement, North Kivu, UNHCR and partners completed the construction of 3,000 shelters for vulnerable families. Similarly, in North and South Ubangi, UNHCR and partners built 790 transitional shelters, including shelters for individuals with special needs. The building process was supported by groups of refugee and indigenous artisans, who contributed with local knowledge and materials.

Le Japon a renouvelé son engagement en faveur des familles déplacées en République démocratique du Congo (RDC), grâce à un financement de 4,1 millions de dollars américains accordé au Haut Commissariat des Nations Unies pour les Réfugiés (HCR) qui permettra d'améliorer l'accès aux abris, à la protection et à l'aide humanitaire pour les personnes déplacées et leurs communautés d'accueil dans les provinces du Nord-Kivu, du Sud-Kivu et de l'Ituri.

Une délégation de sept refugies et déplacés internes, soutenus par le Haut-Commissariat pour les Refugies, a eu une audience avec le Pape François le 1er février 2023 pour partager leurs souffrances, leurs peines ainsi que leurs aspirations à un futur meilleur. Venus des divers horizons du pays et issus de différentes confessions religieuses, ils prient humblement le Saint Père de demander aux dirigeants de la République démocratique du Congo (RDC), des pays voisins, et de la communauté internationale d’intensifier leurs efforts pour ramener la Paix en RDC et dans la sous-région.

Le HCR, l'Agence des Nations Unies pour les réfugiés, a débuté ce mardi 10 janvier 2023 le transfert de milliers de personnes déplacées internes des sites spontanés de Kanyaruchinya, Munigi, Buhombo et Kibati vers le site officiel de Bushagara où la construction de 3000 abris d’urgence se poursuit grâce à l’ONG AIDES (Partenaire du HCR), avec les financements du Fonds Humanitaire et des fonds CERF.

In May, 149 Rwandan refugees were repatriated in safety and dignity to their country of origin from North and South Kivu Provinces.  441 displaced and host households received core relief items, shelter kits and food assistance in Rutshuru, North Kivu Province  108 households affected by the floods of Lake Tanganyika received material kits and cash to reconstruct their own shelters in South Kivu Province.  UNHCR partner World Vision distributed water and sanitation kits to 5,250 CAR refugees in Nzakara, Sidi and Wenze development hubs, North and South Ubangi.

Thousands of women and children like Rosette who have been forcibly displaced by the ongoing conflict in north-eastern DRC are often exposed to severe sexual violence and abuse. To support survivors, including women, children and men, UNHCR has teamed up with local initiatives in the region to provide legal aid and psychosocial care. This year, nearly 200 women and men received legal assistance in North Kivu and over 500 women received psychosocial support through programmes designed and implemented by local partners. Survivors of GBV are also referred to appropriate medical structures.

Continuation of the biometric enrolment activity in the Kasai region. As of 31st December 2021, a total of 67,929 people (15,932 households) have been enrolled by the UNHCR in the Sub-Delegation of Kananga in Grand Kasai Provinces, including IDPs, returnees and members of host communities.

  • République démocratique du Congo - Burundi Situation

    Over 300,000 refugees have fled Burundi to the Democratic Republic of the Congo, Rwanda, Tanzania and Uganda since April 2015. The situation in Burundi remains complex; while refugees continue to arrive throughout the region, others are deciding to return home. The Burundi refugee response remains one of the most underfunding refugee situations in the world.

  • République démocratique du Congo - South Sudan

    As the protracted emergency enters its sixth year, the South Sudan situation remains the largest refugee situation on the African continent. There are over 2.2 million refugees in Sudan, Uganda, Ethiopia, Kenya and the Democratic Republic of the Congo and a further 1.8 million people displaced internally in South Sudan. The situation continues to be characterized as a children’s crisis with children constituting over 65 percent of the refugee population.

  • République démocratique du Congo - Central African Republic Regional Response

    The dire crisis in the Central African Republic continues to trigger massive forced displacement, increasing pressure on resources and living conditions in host communities and countries. Intense militia activity and inter-community violence hampers humanitarian access and exposes civilians to serious protection risks. According to OCHA, CAR remains the country with the highest humanitarian needs per capita, with 50 per cent of the population having to rely on humanitarian assistance to survive, while 25 per cent is displaced either internally or in a neighbouring country.

  • République démocratique du Congo - Regional Bureau for West and Central Africa

    With ongoing crises in the Central African Republic (CAR), Mali and Nigeria, as well as increased insecurity in Burkina Faso, more than 7 million people are internally displaced across the region. In this challenging context, UNHCR will assume its tri-cluster leadership role, provide direct assistance to IDPs, ensure that protection is placed at the centre of the multi-stakeholder humanitarian response and that solutions are pursued in coordination with all partners, including key development actors. “The West and Central Africa region faces multiple humanitarian and development challenges. This has not stopped its governments and people from showing solidarity with nearly 5 million refugees and internally displaced people.
