Working Group Description

The Vulnerability Assessment Framework (VAF) is an inter-agency initiative to put in place a system a multi-sectoral framework which supports the humanitarian and development community to: 1. Establish shared and consistent data about refugee vulnerability in Jordan to enable organizations to monitor changes over time 2. target programmes in a more efficient and equitable manner based on the application of common vulnerability criteria; 3. Strengthen coordination and decision making to inform the delivery of assistance and support the self-reliance of refugees. As the refugee crisis continues, across the humanitarian and development community there is increasing recognition that improved targeting of assistance is needed to use aid resources more effectively and equitably. The likelihood of a reduction of resources as the crisis goes on increases the urgency for establishing a mechanism by which the most vulnerable among the refugee population can be identified and prioritized for available assistance. In 2021, the VAF has been expanded to include Syrian refugees residing in camps and non-Syrian refugees residing in the host community. To improve the way we target the most vulnerable, we worked with the World Bank to establish a new poverty targeting model (proxy means test) for cash assistance of refugees in country.
