Given the conflict, insecurity, drought, and floods an estimated 2.9 million people have been displaced in Somalia. The majority of people have self-settled in over 2,400+ sub-standard IDP sites in urban and peri-urban areas across the country. People displaced to these sites are living in precarious conditions and are not having their basic needs met due to inconsistent service provision or exclusion from accessing humanitarian support. 85% of the sites are informal settlements on private land and about 74% of them are in urban areas according to the Detailed Site Assessment (DSA) of the CCCM Cluster.
IDP returns to home is extremely limited as many displaced families have lost livelihoods and are reliant on humanitarian services. Existing coordination and management mechanisms are largely informal, with most sites being managed by informal settlement managers. These mechanisms have limited accountability and little adherence to minimum standards. Evictions are rampant, putting further stress on displaced families and limiting their ability to integrate into social structures.
To respond to the sectorial coordination requirements linked to the growing displacement and protection concerns of IDPs in Somalia, the CCCM cluster was activated in May 2017. The aim of the Cluster was to improve the living conditions and protection of IDPs in sites and settlements and ensure equitable access to services and the assistance of all persons in need, with a clear focus on moving toward attaining durable solutions with the full participation of the displaced, host communities and authorities.
